The article entitled Can EU be a unified voice on the World Stage? was written by Jamie Smyth, a European correspondent, from The Irish Times. This article talks about whether or not the Lisbon Treaty will bring about better foreign policy for the EU. One problem that the EU faces is coherence among member states on issues such as the Iraq war and ties with Serbia. The Lisbon Treaty provides a solution to this issue of coherence on issues through the new post of president of the European Council, which would bring more continuity to the council's international representation because other world leaders would be able to consult one person on international affairs. The Lisbon Treaty also calls for the position of a "high representative" that will be able to coordinate the EU's international policies better.

I would use this source in my paper because the author does a good job providing information on the issue on the EU's international voice. He also does a good job providing both sides of the issue and by using other scholar's viewpoints to support his ideas.
