OVERVIEW: This source compares and contrasts the US Fulbright program with the EU Erasmus Mundus program, specifically by analyzing the policy process leading to the conception of these two programs. These two programs are said to be rival competitors in the game of competing for foreign students. However, the study seems to suggest that the two programs were created for entirely different reasons.
