I found this third source as a footnote in another article from my westlaw search. I then put it into Google and this website it is located at this website: http://eup.sagepub.com/cgi/content/abstract/8/4/451
Source 3: Jensen, Christian, Implementing Europe:A Question of Oversight, European Union Politics, Vol. 8, No. 4, 451-477 (2007)
All of these papers a written by University professors and are in peer reveiwed journals. They all give an overview of the labor policy in the EU. The third source gives an account of the problems of implementing and enforcing labor policy directives.
